Is this really a bug or are they changing it on purpose?

I hope this gets fixed. I was lucky enough to get one near 0 0, but obviously I had trouble with the end gateway so I just added /tp command blocks ;/

Having this issue still in 18w50a. Also End Cities don't seem to be generating.
