I know this issue was marked as resolved, but I am having the same exact issue. My laptop does NOT want to use anything more than the F3 Menu. I can not use any of the F3 shortcuts (like F3 + H). I have reduced debug info OFF and have tried everything else suggested. Also, Fn does not help. I can pull up the F3 debug menu, but that is it.
By the way this is on ALL versions, it is not working on any.
