I'm having the same issue.  My screen looks like MCPE-81191 does but without the beta part, this is the full version.

Yes and has the title screen in the background overlayed with the world loading screen where your worlds are at all on one screen

Confirmed for 1.13.2- Just found it is this version.  How do we get it to trigger if it's on a multiplayer server that doesnt use datapacks?
