I have this happen with Windows every now and then.
Select the running (offscreen) launcher and using only the keyboard do the following:
Alt+space
Arrow down to "move" and press enter.
Touch the left arrow once.
At this point, you should be able to move your mouse and your application will come with it (until you click).
