I also have this issue, i have tried most of the fixes google recomends for 0x80070424, like updating drivers, windows troubleshooting updates, and correcting registry errors. I have also tried uninstalling and deleting all my minecraft files, but i still cant get it to work. I managed to get alot of eff. 4, unbreaking 3 when enchanting level 30. My problem is that some enchantments are very rare. The rates seemed different/wrong.
