It's not even spawning a single skeleton or blaze in old generated fortresses (Generated in 1.14) Tried optimizing world and erasing cache, didn't work.

This forums is for reporting Vanilla Minecraft bugs. Hypixel is a server that has been modified with PLUGINS, so you are supposed to not report this here, but in Hypixel's forums. Your problem comes because of a plugin error, not a Minecraft error. I would suggest deleting this post.
