[MC-183931] nether fortress mobs no longer spawn in extended bounding box

fortressmobs used to spawn in the extended bounding box of a nether fortress, they no longer do.

Can confirm, fortress mobs will only spawn inside the "room" bounding boxes now, and on top of this, non-fortress mobs are now able to spawn inside the extended bounding box. This behavior is different from how these structures behaved for the last 8 years.

Please test this again in the next snapshot (most likely 20w22a) as there are most likely some changes to structures.

Still able to reproduce, (notice that inside the nether fort, you can find blazes among wither skeletons)

However, as you can see Ghasts are able to spawn on top of the nether bricks, where before they didnt (Buffet world, so spawns happen faster)

This is NOT a duplicate of MC-184740. This bug appeared in 20w20a/b, or last week. 184740 only started this week due to the changes in structures using all-lowercase. Newly generated structures in newly-created chunks in 20w21a do properly spawn mobs, but fail to spawn mobs in the nether fortress extended bounding box. This is not the same issue.

Yeah, those are two original bugs, but truly this is in some form a duplicate and on another is a separate report, because I have posted a week ago MC-184311 that talks about something similar, but not exactly the same of that report. I hope that the Two (yes, two) bugs will be solved.
