I have the same problem in 1.14.2 Prelease 2. No Illager Patrols have spawned naturally on hard mode since I updated to 1.14.0, despite being in and around a village for at least 50 hours
This happened to me in Java 1.14 Pre-release 5, a pillager entered the nether portal and died in lava, and now the raid counter is permanently stuck
Having villagers despawn in 1.14.2 full release still. My fletcher and armorer vanished without a trace in a fully walled and lit up village
