I've run into this problem on iOS with 1.12.0. I purchased a world (directly, no coins) on my child's iPad and it just sits and spins at 'Purchase in progress'. I've tried restarts, uninstalling and reinstalling and it's not changed anything.
I have not tried Tron's suggestion, because I'm definitely not buying any coins at this stage. I made an attempt at requesting a refund via Apple but they rejected it and I'm not sure what options are available except a credit card charge back at this stage.
I submitted a customer support email to Mojang, and was helpfully informed that they are currently dealing with submissions from the 29th of May, so I will presumably get a reply in two months. Sounds great.
Edit: I ended up trying Tron's suggestion, and letting it try and acquire more coins, and, it seems, it got some coins and downloaded the world (yay) without any iOS in-app purchase approval coming up. So I think I'd say it's worked out without me paying twice.
