Confirmed for 1.13 official release. :'( good luck guys...
This bug will be detrimental to the redstone community, destroying much of our previous work. The original mechanic has been the same for 2 years, since observer's release, and from that point onward many amazing contraptions have been built. If this bug remains present, we will have to bury all our work.
