Just to clarify, #quantum:axes is an actual item tag which contains #minecraft:axes and #minecraft:hoes. The advancement worked on 1.21.1, which shows that it was not flawed. When removing “blocked”:true it triggered in 1.21.11, however the purpose of it is only to trigger when I’m using a shield
