This is also happening to me in 1.20.73 with the pack in the resource_packs folder as well. I tested this with a bunch of resource packs, and found that for me, the error only shows up if there's resource packs with subpacks AND texture variants. Only happens when I open the settings screen, and the subpack in the edit world screen always resets to the last one and can't be changed.
