Confirmed. Maps are too light and when placed into an item frame aren't positioned inside the item frame.

After restarting all the commands for changing weather work.

Restarting the server made the rain stop. However I think that the inability to turn off the rain may be a bug.

Just noticed this issue is resolved in 13w36b
