In order to get around this annoying bug, if you put half blocks down, the horse will move up quite nicely. While it is time consuming, you can get your horses, on a lead anywhere you want to go. Half blocks of anything works. They will also move up half blocks alone too.

If I put a slab in front of block can lead horse up block. Baby horses climb great. Still an issue. Thanks.
