Actually it seems to be fixed. I reset my settings (no changes visibly in the menu) which helped. I think the settings storage file was not updated.

I am on top graphics settings including particles. It still does not seem to be fixed.

I fixed the issue by completely deleting java and going to the java page and installing java 8.
