I also tried both Chroma Hills and PureDBCraft (non-marketplace) on the Java Edition of Minecraft, and the Cocoa Pods dislpay properly there. It appears to be an issue in the Bedrock Codebase, and seems to happen across all platforms with Bedrock Edition (checked on iOS, Xbox One, and Windows 10). I should also clarify that the screenshots I posted above are from Bedrock on Windows 10 using the texture packs purchased from the Marketplace.
This is happening in 1.2.13 on Windows 10 as well. It appears that the cocoa pods are growing with the size of the textures applied. Using the PureBDCraft or ChromaHills texture packs (which include the option to adjust the texture resolution), the pods change with the size of the textures being used.

Same here. Can confirm Cocoa pods are NOT fixed in 1.4.0 using Chroma Hills on iOS. Have not checked Windows 10 or XBox One yet, but expect to see the same thing there.
