This happens to me and the wife, the wife plays on the Xbox and i play on the PC, so it does not appear to be a platform specific issue.  This only became an issue after the 1.17.2 release.

I can confirm that after testing the issue gets worse the more enchanted items you have in your inventory.   As a test i had a full inventory of non-enchanted items and the inventory opened as expected.  I removed the items and started added enchanted items, the more i add the slower the inventory opening was.  This testing was carried out on an Xbox One running 1.10

I have only experienced this issue on the Xbox one.

I can confirm this is also happening to my wife (she plays on the Xbox One, I play on Windows 10)  I don't experience the issue on Win 10 but the lag on the Xbox One version makes the game almost unplayable for her.  We only noticed this whilst in our Realm have not tested it on a locally host game as yet.

I am experiencing the exact same issue. We have a main master account that purchases all the games and content, this account also has the xbox live gold subscription, but no other account on the same xbox has access to the owned skin or texture packs. This is not an issue on the xbox one edition of minecraft and tbh needs fixing asap before players start re_purchasing skin and texture packs.
