Not too long ago, in my survival world, i got multiple enchantments from level 30.
I just tested this on my pure survival world and nothing happened. While nether portals are definitely broken, I havent ran into any other issues with the nether yet. (Nintendo Switch)
Im just going to note any differences that happened to my world.
When I got stuck at "buliding terrain", I was able to exit using the switch's home menu and restart the world normally though it was somewhere else random and was not the correct location. Also, very rarely, it will create another portal and will fix the softlock though this portal is still in the wrong location.
Im also having this issue in the exact same way
