Two tall flowers are definitely bugged. My guess is they only spawn if your original spawn point is in a flower forest biome at the right altitude level. In this case you will get a huge patch of two block tall flowers in a dense patch near your spawn. They will not spawn anywhere else. To test this, create a customized superflat world with the flower forest biome at the overworld’s natural height level like so: 2;7,59x1,3x3,2;132;decoration
