@amuyamup, @Mariusz Puszkiewicz & @Richard Dodd:  To emphasize my comments from earlier, it seems to happen (to me, anyway) only near spawn.  This might explain the version question.

I am also getting this error on a realm that was upgraded.  It does not seem to affect the realm owner, but all other users (including those with admin status) are affected.  This only seems to happen for minecart chests/hoppers near spawn, others away from spawn open fine.  Error occurs on both PC and Xbox One versions. 

Addendum: This also affects my standard (non realm) world on Xbox One, in both Survival and Creative. 

More info:  This error does not ooccur on a world that I upgraded which was originally created in a much older version (pre 1.15) in creative mode (that was first upgraded to 1.17).  The other worlds I was able to test were originally created in 1.17, one in survival and one in adventure mode, where the error occurs.
