Actually, the weather changes, so mobs (zombies and skeletons) will burn, but the graphical effect and sound remains. If you observe those flashes, you can see that the sun or moon (depends on time) appears for a moment then disappears during the flashes.
I did not change the weather initially, it just started raining and raining. It become suspicious after a fire was set by me, but the rain did not put it out. I waited for an our, and it still rained. Then the mobs came out at night, and as soon as the night passed, they caught on flames in the rain. This was the point I decided to control the weather myself, and tried that with /weather and /toggledownfall command without any success.
