The issue is not that text-to-speech is not available; it works, it just uses the wrong voice. Moreover, there’s absolutely no reason why online service should be at all required; basic text-to-speech is an offline function, which requires no internet connection at all. Please change the resolution to “Unresolved”, and get back to fixing the bug.
I searched for the error message, and didn’t find it; based on the previous bug’s title, and awkward description, I wouldn’t have assumed they were the same (though that is a logical conclusion to reach).
