Just a minor update for the devs, this still applies in 1.16.4, with no mods, datapacks, or commands. This was discovered while exploring the world and when attempting to cure a zombie villager. This otherwise matches the original post.

Edit: The realm world was reset and turned from hard mode to easy mode and now there are villagers.

This was tested on the seed FEARARTEMIS in the village across the desert immediately visible from spawn, just follow the coastline.
