It's probably because you have a teen Microsoft account. Just login with an adult account, and invite it to your family, and then allow the permission from it.

But, it's not happening with my friends. It was happening with one friend, but he can still join with Wi-Fi.

I started experiencing it after the latest update and one of my friend too. He had this solved by using a Wi-Fi, but mine has not.

They also changed my bug report’s status as resolved, even though it is not. I hope they will solve it..

I too have this thing. My custom skins are seemingly forgotten like this by the game.

When I deleted Minecraft PE, and logged in later after a major update, my skin stopped to be loaded. It shows “A local platform skin could not be loaded.” And when I add my custom skin, it stays for one time, and disappears after restarting. Then I redownloaded the game, but not it shows that it is not .png and 64*64.
