This is totally intentional, what if you wanted to mute the game?

You're supposed to mine it with buckets, that is why the "bucket of powder snow" item exists

I can confirm this, and it has broken my mob grinder, which works on a basis of freezing.

I believe this is intentional, it is a "dead" bush because it has no nutrients.
