Bonemeal on land works as intended, bonemeal underwater has changed, and the ability to use bonemeal underwater to produce seagrass in a nonocean biome and not corals is no longer there. In any biome for bedrock bonemeal underwater does not work when bonmealing sand, dirt, gravel, etc.
