The farthest I could seem to roll back on the server was 1.7.2. The issue persisted. I rolled back again to 1.6.1 and the issue still prevailed. I'm realizing the issue is the server itself, but I can't find exactly what.
I rolled back the JAR file to 1.7.5. The issue persisted. Whenever new chunks are loaded quickly the server pauses for 5-6 seconds.
So I started our Creative server up, which has similiar settings, including sharing a View Distance of 10. However, the world is set to superflat. The issue could not be replicated there.
The server specs should be able to handle the generation and there is no spike in RAM or CPU usage that is more than the system can take, for a view distance of 10. However, again, the problem is relatively new. Is it possibly world corruption? I'm really lost right now.
As you requested, I did this.
Before I post let me emphasize that this is SMP and that the issue happens simultaneously for all players, however, I am the host and connected to localhost. The 5-6 second pause is server wide.
The first time while testing with all resource packs off, there were no lag issues.
I turned the same ones back on. About a minute later the error occured. I disconnected, turned them all off, reboot the client, rejoined and watched. The error happened about thrice after with them still on.

I again tried after a fresh restart of the server. The resource packs didn't seem to make a difference. Though several of our members got together in a "test instance" of the server.
It seems to happen whenever someone is moving at fast speed into an non-generated chunk. Everyone except me, the host. We tried flying in Creative - it did not immediately replicate the issue but it did with less frequently. I assume a boat on the ocean can simply pick up a lot more speed.
I"m going to try running different versions to see if the issue persists. The view distance is currently 10 on the server. But again, this issue is new. So I'm not quite sure what it is.

You do not DIRECTLY lose hunger when riding any mount: a boat, minecart, pig or horse. You only lose hunger from moving when you move, not when something is moving you.
Because of this, the hunger bar was removed to display the health of horses and pigs. The hunger bar was removed from all mounts - the code is shared.
Since then, Mojang has made it so that you lose hunger when you regenerate naturally (an addition I strongly support). This has made it possible to INDIRECTLY lose hunger on a boat if you are hurt and healing naturally.
Hence it is an oversight.
You're unlikely to get hurt enough on a boat to drain enough hunger to kill you from healing. And you can just try to eat something to check of your hunger is low.
But it wouldn't hurt to add the hunger bar backs to mounts and add the mount health above it (3 lines max). Nor would it hurt to add the jump bar ABOVE the XP bar.
These are all FEATURE REQUESTS. Not bug fix reports.

No, since the feature is working as it was created to do and is not malfunction doing to inadequate code, it is not a bug.
Because it's unnecessarily inconvenient to the player and a consequence of the developers not considering it, it is an oversight.
There is a huge difference. For one, it makes hunger shown on boats a feature request. Not a bug fox request.

It's still missing from the patch notes in both the official Mojang page and the wiki (in both update notes and the pressure plate page). So, I'd assume a lot of people don't know about it. Perhaps it's a WIP or someone forgot to right it down in a snapshot. Should probably be done.
I'm not sure about this "intended" bit. It isn't in the update notes in either Mojang.com or the MineCraft wiki. And, the wiki on the Weighted Pressure Plates article makes NO mention of this feature.
This is actually a problem with lily pads, not boats. You can duplicate lily pads by moving at a fast speed. Sprinting works instead of using a boat. The duplicated lily pad is a "ghost" and when broken, drops nothing.
Fullscreen takes time to initialize. Even in that small window of time, it's possible (and likely) the animals are pulled forward or moving forward on their own accord, since you are slowing down, after all.
This seems to be an issue on SMP. It's not stated here (that I saw) as to whether or not it was SSP or SMP, but I'm assuming the latter since I had this issue. It seems the client and server believe the boat is in two separate places.
I'm not sure this is a "bug" so much as an oversight or even intentional. When horses were added, the UI for riding ALL entities changed. For example, when riding a pig, you no longer see your hunger bar either. You see the pigs health. Since boats do not have a health bar, nothing shows. But the spot is occupied by the ridden entity's health, not your hangar anymore. Bugs are consequences of broken code, not simple oversights. But it is still something that should probably be reversed.
This issue is still persistent. It unfortunately makes the feature useless on SMP, since oceans are (literally) a big part of the world, as is sailing over them. I suspect if one were riding in a mine cart, they'd have the same problem.
No one said it was intentional. It still isn't a bug. There is a clear difference in technical terms of the meaning. The implementation of the feature was intentional, how it was implemented was intentional, and it did not break any piece of the MineCraft engine/components when done.
However, related features were detracted from. This qualifies as a design "oversight", not a "bug".
Which means this belongs in a Suggestions section, not a Bug Report section.
