I had 2 newly purchased packs that were not downloading on Windows 10 version and the same as the above individual where the download button became blank. (For those that do not know, on Windows 10, the downloads can be cancelled in the Global Resource area after selecting the Activate option and selecting Cancel.) The Storage area in Windows 10 does does not have a clear cache option. Since neither pack had been downloaded I also could not delete them. I did also delete some of my previously purchased packs from this area to see if they would re-download and they would not.
I decided to see what cache and temp folders were in the minecraftpe folder in appdata. After deleting each one individually and attempting to download I had success after deleting the DownloadTemp folder found here in AppData\Local\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalCache\minecraftpe. Both the newly purchased and previously purchased items downloaded with no issues.
EDIT: This is on Minecraft Windows 10 1.16.40 after the hotfix - Non-Beta FYI
EDIT 2: Not sure if it is related but also since the hotfix the Marketplace still shows the "New" next to it on the main screen even though there is nothing new and I went through everything new to get rid of that annoying "New" image button 😛 🙂
