I've had the exact same problem, it seems like my computer is a lot different from others so I wonder about how to fix it. 
Here's what I did:
1. Un-Overclock and reduce GPU voltage 
2. Restart computer (first time)
3. Try turning on and off random settings in NVIDIA Control Panel.
4. Turn on Free-Sync and turned it off after realizing it doesn't help.
5. Restart computer
6. Redone step 1 but this time closed Minecraft and reboot it for multiple times.
7. Installed patch for NVIDIA settings.
8. Restart computer and open up Minecraft.

After doing all that, it never worked. I'm concerned if my PC, Display Card and Monitor is compatible as I am not using an RTX graphic card.

Here is my PC Specs (that I know)

Intel Core i5-10400 Processor (6 Cores/12 Threads)
NVIDIA GTX 1660 Super 6GB VRAM (I think..)
Double 8GB RAM DDR4
Samsung LC24RG50 Odyssey Gaming Monitor (144Hz)

I tried my best to get this work but all solutions seems like it doesn't work or even exist in my PC.
