This issue is still unresolved on Xbox as well. I play on split screen multiplayer as player 2 and while player 1 can access their characters and create and save them just fine, I can not. Pressing "my characters" does nothing, and when I remake my character it does not save it after the session is saved.
I'm so glad to have finally found this ticket. Hopefully they can get it fixed soon. I was linked here by support when contacting them about the issue and told that they've experienced it themselves' firsthand and no fix or workaround is available. So, apparently they are aware of the issue.
