#MCPE-158878 describes my problem. I click download on the content. It seems to do all the right things to download. It then has a button that says "Update" instead of "Create World". Okay, I'm game, I click "Update". It again says that it's downloading. And then I get the "Update" button again. This is for FTB's Stoneblock 2. My system is Windows 11. I have uninstalled and reinstalled. I have cleared the Marketplace Cache numerous times. I have removed the content numerous times and tried re-downloading. What's even more great fun is I have the exact same problem on my Kindle. Of course, reinstalling means I lost ALL of my worlds. I have backups (exports) of some but I recently encountered the Export bug so not all. If I can't create backups and now can't even get at the content that I buy, there isn't much point to Minecraft Bedrock for me at all.
Thanks to @DrMorphism I was able to successfully export my world to a folder that is not synced with my OneDrive. To be clear, attempts to export to a folder being synced with OneDrive do not work and only produce an export of size 0; syncing to a non-synced folder works as expected.
