This seems to be happening on MCPE 1.13.2 as well on an iPhone 4S. I haven't had any changes go through, though (nothing out of my bank account). But the same error message appears, and the device is connected to the Internet.
The latest update 1.13.2 seems to have worked for Minecraft on my two iPhone 5S models running the latest 9.X version. It's a little slow to start (maybe not far off from typical) but it gets to the main menu without crashing. Thanks for pushing out this fix, and I hope you can resolve issues for other users soon!
Our two iPhone 4S phones, updated to iOS 9.3.6 (latest version), crash when running 1.13. We experience the same issue – Mojang logo, white screen. The crash was faster when the phones were running 8.x (I upgraded on Saturday), but it still happens. I'm not having the same issue on an iPhone 5S running iOS 12.x.
It is a child account and I am buying it directly on their device with In-App Purchases enabled in the iOS Restrictions settings. I haven't tried doing this since before 1.13.x (and since moving to iOS 9.x from an 8.x version last month, but it has worked before no problem. They both have their own Xbox Live gamertags, child accounts attached to my own. Minecraft purchases on the phone typically get billed via Apple.
The device is running 9.3.6.
