No, it does not. And sorry about marking it as private; I simply wanted to prevent people from commenting on how they could not reproduce it since it's not actually 13w07a. Also, just for clarification, the obvious issue was the fact that I had some of the new blocks (new as of 1.4.7) and they were causing issues.
I just realized I was not in 13w07a.... Very embarrassing. My bad, disregard this.
I've also been having this issue, but without the server crashes. Rather, after playing on the server for some amount of time and leaving, when I join the server again, some, if not all, of my progress is lost.
A temporary workaround which has been working for me is simply to rejoin the server immediately after leaving, wait a couple seconds, then leave the server again, this time for real. Every time I've done this, the server has retained all my progress. Obviously, your mileage may vary,
