We've been having the same issue here for a long time now. I think I have managed to work around it, in a way. As I understand it, I buy 'maps' from the marketplace. That purchase downloads a world template to the device, and then I create a world(s) from that template. Both the world(s) and the template use storage.
I think I've have found that, in many cases, I can delete templates from the device (freeing up the space used by the template file), without affecting worlds that have already been created based on that template. If I want to create a new world based on a previously purchased map, I need to go back to the marketplace and download it again so that I have a copy of the template locally (and, ironically, probably need to delete another template to make room for it!).
There is definitely an issue if the template contains an addon required for the world (which is the case for Star Wars Mashup). In that circumstance, although the world file still exists locally, it won't start unless the template file also exists. There may be other issues too - I haven't tested this extensively.
To delete the template file(s), go into Settings from the Minecraft home screen, click Storage, then World Templates. Selecting a template enables a delete button. There is an option to delete multiple templates.
I'd love to hear if this makes sense to people, if my logic is sound, and if it helps anyone, and also if there are any other circumstances where doing this may cause other issues. If you decide to test this for yourself, please exercise caution and don't sue me if you break or lose something!
I fully appreciate this is not a fix in any way (and that one is desperately required for this), and requires the user to manage the pool of templates on the device, which is a massive pain, but if I'm right about this, it might just help a few of you out.
