Resolved issue. Texture pack had an extra top level directory which had apparently worked fine prior to update but made the pack unreadable to the converter. Perhaps clear directions on the proper folder structure are needed or need to be made more obvious to texture pack makers.

I agree, I don't see why this issue is invalid. My wife is having the same issue with her own texture pack (that she made) and nobody seems to be acknowledging this issue.
