Iām having this issue too. Wildlife Savanna and Relics of the Privateers are missing from my Creators Pack but listed as purchased on my Microsoft Account. Adventurers Dream, Pastel Skin Pack and Winter Mini-Games Festival are listed as Owned or Download. The others are missing under My Packs but available for purchase when I search for them.
