I did some further testing and was able to get some more information. The bundle can only be scrolled if the 2 following requirements are met:

1. The bundle is placed on one of the 3 left-most columns in the inventory/hotbar slot (illustrated in the image on the left as the areas filled with Lime Green Concrete blocks)

2. If the UIs of certain blocks/entities (shown on the right image) are open

I can attest to this. 26.10.24 as well.
