No, I don't think it does.Here the mobs were killed with a Firework , not with a lingering potion .(reffering to MC-110004 and the way the mob in that report was killed) , but instead with a completely different item.
Please delete this post cause this report is invalid This isn't a bug nor does it happen in-game.

If you're in first-person and seeing this. try doing F5 and see what actually happens.It's an animation and therefore Your camera is lowered to match the animation

Yes, sorry for updating though , the previous issue that I reported was false, so I updated this post for this bug I found immediately. so yes technically it is..
but it needs attention since pretty much minecraft has a problem with slabs and lightning , if you could contact them , that would be nice !
Please update this post, as this post is not specifying a bug.But rather an unimplemented function of the game.
