Alright, you can close this. I am almost certain it is a bug with Paper since I can see that they have recently made a change to slime chunk spawn checking. I guess I was just unlucky the time I tried on vanilla Minecraft. Thank you!

If you want to get started right away, in the meantime, you could download Paper, it basically works the same but is more optimized and works better (in my opinion), but is not supported by Mojang. If you want, you could switch to the Minecraft server software when it has been fixed.
