That does seem to be the case now that I looked into it more. I was just really confused since on 1.13 it was displaying the y value when I made it, but chunk loading makes sense.

We had this in the overworld too. We had used lime green glass surrounding it and this happened.
This happened to us. My friend picked up another bell from a village and it allowed him to remove them.

I've been experiencing this "bug" when I played on the switch with local co-op. Switching to a Realm with my world mitigated this.
It was auto-saving so frequently that we would break maybe 10 blocks then wait over a minute for the save to complete. This made mining in the Nether impossible due to potential of exposing lava.
I'm having the same issue on Windows 10 as well as the Bedrock Alpha server. I've created several small versions of my kelp farm that overloaded 14 smelters continuously for two weeks on 1.13. None of the plants in there get above 2 more than three times. Then replanting them gives a change to repeat the previous statement.
I've built outside of the spawn chunck, in it, unloaded chuncks, etc and it will not produce. Even on 9999 tick speed.
