I've had this issue on Windows 10 over the last several weeks. It appeared with my account as well as a child account on the same computer, at the same time. I don't get this error on my account on an old iPad. Before the initial occurrence, iirc Minecraft loaded up without any GUI (was just spinning the title screen background); the error 9 showed up after quitting and reopening. Internet connection is fine (plugged in directly to router) and I can access third party hosted servers fine too. I tried reinstalling Minecraft through the Microsoft Store but this did not help.
I can temporarily achieve a normal login if I first log out of the Xbox account using the Xbox Console Companion, then launch Minecraft, then login to Xbox account through the sign-in button that shows up on the lower left of the Minecraft title screen. This allows for a normal login / marketplace access / loading skins properly until Minecraft is closed; the issue appears on the next opening (sometimes, or possibly always with hangs or resource loading failures on launch).
