Thanks Kumasasa, forgot I hadn't updated yet. I upgraded to 1.9.3-pre2 and it's still confirmed. I have screenshots if needed. Seems to be mostly indoors, around torches, and on stone.

Confirmed for 14w32a as well. I placed four different beacons with varying sizes and fed them payment. All of them show the beam but don't accept the payment (it stays in the inventory) and I don't get any buffs.

I had the same issue today on 14w31a. I tried spawning him four times, then moved him up one block and he spawned.
