What you're saying is that, after you destroyed a melon block with said enchantments, you got both the block AND two melon slices? In that case, could not reproduce (tested on vanilla server).
I have a feeling your texture pack causes that... does this also happen with the default texture pack?

I have this on several occasions, though never after riding. For me it happens randomly, more often after being affected by a Jump Boost-3 effect (custom plugin of server).
Yes, the End Portal has its own ID (119, if I recall correctly), and can be obtained through /give. Though, the 'powder stuff' may also refer to block 39❓ which is the Block Moved by Piston, also obtainable through /give. You might have used them in an earlier stage before 1.4, as the Statistics don't change when the version does.
Still, pretty annoying to keep switching stuff from hotbar to inventory just to access a chest (I have a lot of boats).

This is also the case with cauldrons, but I think this is because the breaking animation lies on the outside of the hitbox. It'd be hard to make one hitbox for all parts of the hopper.
