Hello, I only recently got a server. It almost drove me crazy that I had set everything right and still the resourcepack disappeared immediately after the download from his folder.
If you deactivate a function then please create a server message "that the function was deactivated" which the admin gets to see when he enters the server. This would really help. So the behavior of the server looks like a bug.
