Pretty sure this is a feature on Java edition as some bone meal farms work using this feature so idk whether it is a bug or whether it is intended.
Same happened to me. It's happening for a lot of people and is probably the most major bug from this update. For me tho my villagers have now completely gone. At first I could save and quit the game and then join back and they would reappear but now they are completely gone. Make a copy of the world whilst you can in case they go like in my world
