Can confirm on 1.21.11-pre3
Working as intended, banners only stack to 16.
Confirmed on 1.21.11-pre3. Stripping logs also does not work. Grass can be turned into paths with a shovel and wax can be put on copper blocks though, so it seems to be an axe-specific issue.
They can be given a lead if tied to a fence or held by another player, but it probably should be possible to do it directly (this does actually minorly impact gameplay, as currently you need a second lead item)
