Not sure how console works but reinstall it. this helped me on windows 10 as Wither skeletons never spawned either after update until i reinstalled. also try and put peaceful mode on to get rid of all hostile mobs and switch back to normal difficulty. If your mob cap is reached no new mobs will spawn. hope this helps.
Try changing to peaceful mode first

Realms still hasn't got the option to turn coordinates, fire spreads, mob loot etc etc etc on or off.

I uninstalled my game and reinstalled and there are wither skeletons everywhere now. (If u do this and dont play on realm make sure to export map). Happy Days🙂

Well for the last hour since I see Branden's post i went between 2 fortresses as i know you need 128 block gap. i also killed everything in sight (stopped counting at 100 pigmen) and still no wither skeletons or blazes.

I downloaded realm map and played offline. did my fortress runs as before and still no wither skeletons or blazes.

Wither Skeletons are still not spawning in update 1.2.9. Done my usual running between 3 fortresses for the last hour (visited fortress 12 times). and nothing. not even blazes. To be fair this is an absolute joke. Jesus give the minecraft gaming community strength. Its even on the patch notes this is fixed now. Im on Windows 10, Realms.

Just checked the Nether Adam Ferguson. I had 3 wither skeletons and one blaze in my original nether fortress. i haven't seen nothing there for a couple of weeks. i ran between 3 nether forstresses for about an hour (visited a fortress 12 times) and never see a wither skeleton or blaze again. Strange. playing window 10 edition on realm

wait till your librarian with frost walker despawns. then you'll be unhappy. this needs sorting. despawning villagers and tamed animal despawning looses my faith in doing anything. just turns into an endless grind.

previously i have spent about 24 hours in the nether mining quartz and looking for withers. i have never had a pigmen attack me once.

takes me 4 hours gameplay to get to a jungle. now every time i save i have to make sure i'm at my homebase because of these parrots appearing next to me when i load in. i don't feel like travelling a total of 8 hours to get a parrot again. Please save the only 2 i have left 🙂

try and clear a fairly big area. no grass or trees etc. when i did this it took about an hour for one to appear. Good luck

I had a tamed donkey with a chest equipped. I had it attatched to a fence post. I returned from exploring and the lead around the fence post was still present but no donkey.
