This is a common issue that I have experienced, to fix the capes not synchronizing/appearing between Java and Bedrock follow these steps:
Launch Bedrock
Skin customization
Equip the cape that is not showing on Java Edition
Wait a minute or two
Go to the Minecraft website and sign in via Microsoft
Find All games, then skin customisation
Your cape that was not showing on Java edition should be shown there (if not wait a bit longer or redo the Equip in Bedrock)
Once you equip the cape on the Minecraft Website it will be shown in the Launcher & Registered on NameMC (Refresh the page a few times to ensure your preference has been saved)
