I have the same issue on PC. After one broken download stuck at 0% no downloads are working any more.
Even after deleting various worlds and trying to reinstall them i get the same download issue on all of them.
I found out, that the world which is blocking is not available in the installed worlds library.
(I would like to test the new Clear Cache function from update 1.19.40, but since the download issue the update seam to stuck in the pipeline too. Even after reinstalling the client is 1.19.30.)

I have the same issue on my XBox Series X seasonally, and can always solve it this way:
From the page with the stucked download on 0% i switch to the options menue from the XBox and access the storage, where the download should go to. After changing back to the still running game with the stucked download the download continues. I reproduced this solution multiple times, and can even force it, because it came up after roundabout 10-20 downloads.
The issue may have something in common with the allocation of the space and if it failed once, all following downloads are still waiting in a pipeline, and don't even start. This issue should be solved with priority!

Its not a space issue i have tons of free GB.
