Alright so it is only happening in two completely unrelated worlds which one is on a server hosted elsewhere and the other is a local map. Since @The3F4114n0n3 was unable to reproduce could i get an idea of why it may be happening then?

Can confirm on his/her level but when i created a new level with the same seed it was fine. So it might be a corrupt world

Kumasasa asked for some screenshots from MC-31771 so here they are. Dinnerbone i am unable to reproduce now in 38a may have been a hiccup or something.

This is an existing world from 13w36a. The books are from 13w37b and what is strange is when i downgraded last night back to 13w37b from 13w38a and enchanted it was fine. And carried over to the 13w38a when i upgraded back to it. The issue seems to be fixed but i do still have two books that are missing there stuff. Will post screenshots in MC-30822
